A pure technical exercise, no chord or scale involved: on a palm-muted low E string, play eighth notes with strict alternate picking (down-up-down-up), never two downstrokes in a row.
Tips
Keep the palm mute constant even as speed increases: leave your picking hand resting in the same spot near the bridge rather than readjusting it on every pass.
